About Smart & Skilled
The NSW Government is offering fee-free scholarships which commenced in July 2015.
If you're aged between 15 and 30, eligible for a concession fee and are thinking of enrolling in a Certificate qualification (Certificate I to Certificate IV), then you might be eligible for a new government scholarship.
The scholarship means you can complete your study without paying fees, provided you start your course after 1 July 2015.

What is Smart and Skilled?
Smart and Skilled is a reform of the NSW Vocational Education and Training (VET) system. It's helping people in NSW get the skills they need to find a job and advance their careers.
The training is subsidised by the NSW Government.
From 1 January 2015, Smart and Skilled provides eligible students with:
- an entitlement to government-subsidised training up to and including Certificate III
- government funding for higher-level courses (Certificate IV and above) in targeted priority areas.

State Training Services, in the Department of Education and Communities, is responsible for Smart and Skilled and leads policy, planning, funding, regulation and advice on VET and employment in NSW.
The NSW Skills List defines the courses subsidised under Smart and Skilled
The courses subsidised under Smart and Skilled are on the 2016 NSW Skills List. The Skills List identifies courses that help people get the skills they need to find a job. It also aligns with the skills needs of businesses in NSW.
Smart and Skilled introduces new fee arrangements
From 2015, Smart and Skilled introduces new prices and fee arrangements for government-subsidised courses. The NSW Government contributes to the cost of each course and the student pays the balance. Fees are for the whole course, rather than year-by-year. Your choice of training provider doesn't affect the fee you pay for any course. Fee exemptions and concessions are also available for disadvantaged learners.
Continuing apprentice or trainee
If you are a registered apprentice or new entrant trainee continuing your training from 2014 to 2015, transition fees will apply. The transition fee will be worked out by your Institute based on the number of units you have left to complete in your course, and will be a proportion of the Smart and Skilled fee. What do I do if I’m continuing my course in 2015?
Are you in a AUSCHS course and continuing to study next year? There are new fee arrangements for 2015 for students who are enrolled in government-subsidised courses. Instead of paying a fee per semester for as long as it takes to finish your studies, you will now pay one fee to complete your course.
The amount that you have left to pay in 2015 to complete your studies will be based on:
- your personal circumstances
- how much of your course you have already completed
- if the course that you are studying will be subsidised by the Government and is on the 2014 NSW Skills List (PDF) when you started your studies.
You won’t have to pay again for any units that you have completed in 2014.

What do I do if I started my course during 2014?
If your course is on the 2014 NSW Skills List, you:
- will pay a proportion of the new Smart and Skilled fee (a transition fee) based on the number of units that are left to complete your course.
- may continue to be eligible for concession or exemption in 2015, if you previously received an exemption or concession.
If your course is not on the 2014 NSW Skills List it will mean that:
- from 1 January 2015, your course will not be government subsidised
- you will no longer be eligible for a concession fee or an exemption
- you will be required to pay ‘fee for service’ to complete your course.
Student Eligibility for Smart and Skilled
To enrol for Smart and Skilled training you need to meet certain conditions. To check if you are eligible to enrol in a course/traineship you can go to and use the
